Under the 15-day state of emergency, the Spanish Ministry of Interior will control all police forces, including local and regional forces.
The draft says that the process of closing the country will take effect from eight in the morning (0700 GMT) on Monday, while all other measures will take effect immediately after the decree is published in the Official Gazette.
